Proposals MUST be received on or before AUGUST 7, 2019 at 4:00 PM CDT. There will be no public opening of the proposals received. All Proposals must be submitted in sealed envelopes and marked on the outside of the envelope as follows:
REQUEST FOR PROPOSALS AIRPORT PARKING FACILITIES MANAGEMENT SERVICES FOR THE WILLISTON BASIN INTERNATIONAL AIRPORT “DO NOT OPEN”
Any proposals received after the time and date stated above will be returned unopened and not considered as responsive.
Included in all Proposals, it shall be mandatory that a Bid Bond from a reliable surety company licensed to operate in the State of North Dakota, letter of credit, or a cashier's check, payable without recourse to the City, must be submitted in the amount of five thousand dollars ($5,000.00) as bid security with all Proposals submitted. Failure to submit the required bid security will disqualify any Proposal submitted from being considered responsive to the RFP. Once submitted, Proposals will be valid for up to one hundred twenty (120) days. Bid security will be returned to the unsuccessful proposers following the execution of the contract with the successful Proposer.
All addendums to this RFP will be posted on the Airport website and transmitted electronically to all interested parties attending the pre-proposal conference in accordance with the timeline identified in this RFP. It is the responsibility of the Proposer to check for addendums posted and to acknowledge any and all addendums issued in the Proposal. Proposers shall state in their cover letter the acknowledgement of all Addendums received.
The City reserves the right to refuse or reject any or all Proposals and to waive minor irregularities and formalities and to accept the Proposal determined to be the best and most advantageous to the City.
A MANDATORY Pre-Proposal Conference will be held on Thursday July 11, 2019 at 10:00am_CDT in the Airport Conference Room located in the administration building next to the existing terminal at Sloulin Field. All prospective proposers must have a representative in attendance in order to be eligible to submit a Proposal.
The City is in the process of developing a new airport that will be named the Williston Basis International Airport (“XWA”) that will be located north of the current Airport (“ISN”) and is projected to be completed in October 2019. It is essential that potential Proposers understand the scope of services and the facilities in order to submit responsive Proposals. If potential Proposers are not in attendance and submit Proposals, the Proposals submitted will be rejected as being non-responsive and returned unopened.

Potential proposers shall not contact any member of the City staff or any City Commissioners between the issuance date and the date of award by the City Commission. Direct contact may result in a Proposer’s submission being rejected due to non-compliance with this non-solicitation provision. All questions or requests for clarification will be responded to electronically and distributed to all Proposers who attend the pre-proposal conference. Only communication distributed in writing will be considered as an official communication by the City. Any verbal communications will not be binding on the City.
